As per the Article 182 of the Indian Constitution, the Legislative Council shall have a Deputy Chairman. The Deputy Chairman is elected by the Members of the Council in accordance with rules 9 and 10 of Rules of Procedure and Conduct of Business in the Telangana Legislative Council.
The Deputy Chairman has the same powers as the Chairman when presiding over a sitting of the House and all references to the Chairman in the rules are deemed to be reference to the Deputy Chairman when he so presides. If the Deputy Chairman is a member of a committee, he is appointed as the chairman of the Committee.

Sri Nethi Vidya Sagar was born on June 25, 1956 in Cherukupally village in Nalgonda District. He married N. Kamala and has 1 daughter.
Sri Nethi Vidya Sagar was elected to the Andhra Pradesh Legislative Council from Nalgonda Local Authorities in 2007 and re-elected as Member in 2009 and re-elected to the Telangana Legislative Council in 2015.
Sri Vidya Sagar was served as Deputy Chairman, Andhra Pradesh Legislative Council from 04.06.2011 to 01.06.2014. He was Deputy Chairman, Telangana Legislative Council from 02.06.2014 to 09.06.2014 and from 02-07-2014 to 01-05-2015. He served as Acting Chairman, Telangana Legislative Council from 09.06.2014 to 02.07.2014. Currently he is serving as Deputy Chairman, Telangana Legislative Council from 06.10.2015.
